He loves me but doesnt want to see me?

ill just make this as shortcut.Ive known this guy for the last 7 mos. we constantly talk over the phone and hes been asking me when we are gonna see each other.We had an argument one time that made me told him hurtful words but i apologized afterwards.We talked after and said it was ok but he sounded different now.By the time i ask him if we're gonna see each other he said we'll just let time work to when we are gonna see each other.. whats that suppose to mean?
