You should text him first, at least once because he probably doesn't think you're interested or doesn't want to annoy you by texting you first. So maybe trying texting him first and if he doesn't reply then just wait it out to see if he'll text you. Like you said he just sees her as a friend so nothing to worry about. He could be texting her to grab your attention.
