Is it normal for a Cat that just gave birth to move her kittens somewhere else?

Yes, if the cat feels she is not safe where she gave birth, she will move them. If the neighbor was so nice to feed them and give them a towel, they will probably not do anything bad to them. If they were going to do bad stuff they would have done it while you were gone.
