Did the bar staff have any right to shoo me away from the sidewalk?

well, is the right along a public sidewalk? if that is the case then no. the sidewalk is city owned and paid for by taxes and they have no right to shoo you away from the sidewalk. however, if its in a shopping mall, or strip mall, etc.. then you might want to ask about that cause i'm not sure.
