Who will relocate lost or hurt raccoons?

We found two baby raccoons curled up and trying to stay warm by our back steps. They're mother is no where in sight. We called the Wildlife Agency, and they said that they'd take them... only to kill them. I don't want to condemn them to that, but they're not happy where they are. Who else can we call to help these poor things? We live in a suburb with many dogs, so simply waiting for them to leave/shooing them away is not a good option.
